| The philosophy of the PAIMM
is based on the contents of the Code of Ethics and Deontology of the Spanish Medical Association (Organización Médica Colegial), approved in Madrid on the 10th of September, 1999, Chapter V, Quality of Medical Care, Article 19, which reads: 1. "A physician must abstain from all professional activity that exceeds his/her competency. Should such a situation arise, he/she will propose a referral to a colleague who is competent in the matter. 2. If a doctor should observe that because of age, illness or other causes, his/her judgment or technical ability is impaired, he/she must immediately request advice of a trusted colleague so that this latter can help him/her to decide if he/she must suspend or modify his/her professional activity temporarily or definitively. 3. If the doctor were not aware of such deficiencies and these were adverted to by a colleague, the latter has the obligation to tell him/her and, if need be, to inform the Medical Council, objectively and with all due discretion. This action is not to be construed as a lack of the loyalty owed to a fellow-physician, since the welfare of the patients must always be given priority.” The ultimate objectives of the Program
